In designing systems for IT, a circuit is developed within a separate company, and if it fails the company could be in trouble. Military dev is dozens of companies, often politically appointed, and there is no one single head to suffer if it fails.

"the author gets a top place on the "naughty" list for mentioning a .22LR conversion for the PMR-30. I was completely unaware there was consideration of an option. Now, I'm wanting even more something I can't have because California laws suck.

I was already considering going Full Holder and getting a PMR thru less than legal means but kept temptation at bay due to 22WMR cost and the rumor that a PMR carbine was in the works. A 22LR conversion would probably work in that too.
