A Fort Lauderdale teen will be honored at a City Commission meeting next week along with three police officers for their part in helping to save the life of an officer who was in the process of booking the teen into jail when he suffered a heart attack.

Jamal Rutledge was handcuffed and sitting on a bench near Fort Lauderdale Police Officer Franklin Foulks as the officer filled out paperwork to book Rutledge into jail, when suddenly Foulks fell to the ground. After realizing Foulks was slipping into unconsciousness, he walked over to the window and began to yell for other officers and kick the security fence to grab their attention.

Sergeant Todd Bunin, Officer Robert Norvis and Officer Raymond Ketchmark all came to Foulks’ aid, administering CPR and eventually used an Automated External Defibrillator to stimulate Foulks’ heart.

Broward Health Medical Staff praised Rutledge’s quick response and the officers’ actions for saving Foulks’ life.

The police department released the surveillance video Tuesday, which clearly shows the entire incident. Foulks can be seen falling to the floor at 38:00.
